Fair Advisory Board

2014 Fair Advisory Board Members

The Fair Advisory Board is composed of eleven members, five representing the Council district in which they live, and six at-large members who may live anywhere in the county.  The board meets at least monthly and represents a broad range of interests.  It was created to advise, consult and assist the Fair Manager in the operation and maintenance of the Evergreen State Fair.  Members serve four-year terms and are limited to three consecutive full terms.  If you or someone you know is interested in becoming involved with our Fair Advisory Board, fill out this nomination form and send it to: Attn: Hal Gausman, Evergreen State Fairgrounds, 14405 179th Ave SE, Monroe, WA  98272. Armstrong Marshia Nov2013Marshia Armstrong


Marshia is a realtor and internet sales guru. She participated in 4-H Clothing as a teen and later as the Lucky Leaves 4-H Club leader for 10+ years. While raising and showing Simmental cattle, she wrote the exotic open beef show catalog for the fair. Marshia said she is pleased to serve her community on the Fair Advisory Board, helping to preserve the agricultural and community connections of the fair.

Mark Mahnkey, Fair Advisory Board Member


Mark Mahnkey



Mark works for the Boeing Co. as an Human Resources Coordinator.  Was on the School Board for 13 years, the Library Board for 12 years, Small Business Dev. Specialist at WSU, WWU + HCC for 4 years.

Jerry Smith, Fair Advisory Board memberJerry Smith 


Jerry has lived in Mountlake Terrace for the last 43 years.  Jerry has been and continues to be a very devoted and active member of the community.  He has been involved with several service organizations.   Jerry has served as the Mayor of Mountlake Terrace since 2004.   We are very pleased to have Jerry on the board!

 Kathleen Wright, Fair Advisory Board Member

Kathleen Wright


Kathleen has been the Open Class Baking Department Superintendent since 1994 and has been a strong role model for community involvement and helping others benefit by showing them how to take an active role ever since. Kathleen’s passion for fair goes far beyond the 12-day fair each year. Always mindful that a fair’s function is to “educate, encourage and evaluate”, Kathleen is a food judge at other fairs, conducts training for baked goods judges each year, leads free seminars all year long promoting how to enter at the fair and win. Many new contestants have had a more positive fair experience because they attended a workshop or seminar.

Don Ballard


Don has been active at the Fair for over 25 years. He is the 4-H Rabbit Superintendent and has exhibited in the Needle Arts department.  Don wants to be a voice for the county's youth and exhibitors.  Don works at Boeing.  









VickieAndrew Nov2013Vickie Andrew 


Vickie has always been involved in the Fair.  She has been actively participating in the 4-H Horse program for over 30 years.   Vickie was the original founder of “Friends of the Fair”.   She previously served on the board in 2004–2009, but due to a job change she moved out of State.  We are pleased to have Vickie back on the board, and as the Rodeo Committee Chairman!

Anne Lowe



Anne has been active at the Evergreen State Fair for 24+ years.  As a teacher and FFA Advisor, she has knowledge in many areas of the Fair.






FAB Johannsen

J. Elaine Johannsen  


Elaine has been a Project Manager for several large projects, has over 30 years experience as a business analyst, with extensive computer skills.  Elaine is a past 4H Leader and has been a FFA Chaperone for events.  Her reasons for serving would assist with keeping an agricultural and country focus for the fair while maintaining a safe, fun, and educational place for families.

Since 1994 Rick has officially and unofficially volunteered at the Fair, working with the animal projects and educational exhibits.  For the past 30 years Rick has volunteered in local Scout programs, YMCA Indian guides, sports coach, referee, Jr. Achievement in the public schools, and in 4-H as a project, club and program leader.  Rick has been a member of a local school foundation board, Washington State 4H foundation board and his local church advisory board.

Tod Johnson 


Tod has been in business for many years in the Monroe area, has provided vehicles for the fair parade.  Tod has been active in the community and involved with several service organizations. Tod said he is honored help guide the success of the fair into the future, for future generations to enjoy.
